RULES OF PLAY FOR MESQUITE SENIOR GOLF ASSOCIATION

  1. THE USGA “RULES OF GOLF” WILL PREVAIL, WITH THE EXCEPTIONS NOTED BELOW.
  2. MSGARULES: ALL LOCAL RULES SUPERSEDE AND GOVERN IN CASE OF CONFLICT WITH USGA RULES. LOCAL RULES ARE AS FOLLOWS:
    1. MININUM PLAYERS FOR TOURNAMENT: A MINIUM OF 30 PLAYERS WILL BE REQUIRED TO START TOURNAMENT PLAY. 30 PLAYERS DO NOT HAVE TO FINISH, BUT THOSE THAT DO NOT FINISH CAN NOT WIN ANY AWARDS, INCLUDING “CLOSET TO THE HOLE” OR “HOLE IN ONE”. AN EXCEPTION CAN BE MADE WITH 30 TO 39 PLAYERS, BUT ALL ADJUSTMENTS TO FLIGHTS WILL BE MADE AFTER TOURNAMENT. THE FOUR FLIGHTS WILL BE ADJUSTED TO THREE FLIGHTS.
    2. READY GOLF: MSGA MEMBERS WILL PLAY “READY GOLF” REQUIRED BY MESQUITE MUNICIPAL GOLF COURSE RULES. SHOTS PLAYED BETWEEN TEE AND GREEN IS PLAYED AS YOU BECOME READY AND THE SHOT DOES NOT INTERFERE WITH ANOTHER PLAYER.
    3. SCORES AND SCORE CARDS: TWO (2) SCORE CARDS MUST BE MAINTAINED FOR EACH GROUP OF PLAYERS. ONE SCORE CARD, SIGNED AND ATTESTED MUST BE TURNED IN AT THE END OF EACH ROUND OF PLAY. KEEPING TWO (2) SCORE CARDS IS TO INSURE ACCURACY. IF A SCORE CARD IS FOUND TO BE IN ERROR, THE WHOLE TEAM WILL BE DISQUALIFIED.
    4. PUTTING: PUTT UNTIL THE BALL GOES INTO THE HOLE. THERE ARE NO GIMME PUTTS.YOU MUST TAKE A PENALTY STROKE FOR PICKING UP, OR RAKING THE BALL INTO THE HOLE. WITH EXCEPTION OF RULE j.
    5. BALL IN A HAZARD (RED STAKES): A BALL IN A HAZARD CANNOT BE MOVED, NOR CAN YOU GROUND YOUR CLUB IN THE HAZARD. IF YOUR BALL CANNOT BE HIT OUT OF THE HAZARD, YOU MAY REMOVE THE BALL FROM THE HAZARD AND DROP (NOT CLOSER TO THE PIN) WHERE IT ENTERED THE HAZARD, ON THE LINE OF FLIGHT TO THE GREEN AND TAKE A ONE-STROKE PENALTY. IF A BALL CANNOT BE FOUND WTHIN THE USUAL ALLOWED TIME, IT IS CONSIDERED LOST AND THE APPROPRIATE PENALTY IS APPLIED.
    6. DROP ZONES: A GOLFER HITTING INTO THE CREEK, ON HOLES 1,6,13,16,& 17 MUST PLAY THE NEXT SHOT ON A LINE BEHIND THE POINT OF ENTRY IN LINE WITH THE GREEN. THE USE OF THE DROP ZONE ACROSS THE CREEK IS NOT ALLOWED FOR TOURNAMENT PLAY WITH ONE EXCEPTION. IF THE GOLFER HITS INTO THE SAME CREEK THE SECOND TIME, HE MAY USE THE DROP ZONE FOR HIS THIRD TRY. A PENALTY STROKE IS ASSESSED EACH TIME A PLAYER TAKES A DROP.
    7. MOVING A BALL: A BALL MAY BE MOVED ONE (1) CLUB LENGTH IN THE FAIRWAY, AND LIGHT ROUGH BUT IN NO EVENT MAY THE BALL BE MOVED CLOSER TO THE PIN. BALL MAY NOT BE MOVED IN HEAVY ROUGH.  A BALL MAY NOT BE MOVED FROM ROUGH BACK INTO THE FAIRWAY.
    8. OUT OF BOUNDS (WHITE STAKES): THE BALL FOR YOUR NEXT SHOT SHALL BE DROPPED ON THE LINE OF FLIGHT WHERE YOUR BALL WENT OUT OF BOUNDS AND IN NO EVENT MAY IT BE CLOSER TO THE PIN. ONE (1) STROKE PENALTY IS ASSESED.
    9. PLAYERS 75 YEARS OF AGE OR OLDER: WHEN MSGA PLAYERS TURN 75 YEARS OF AGE OR OLDER HAVE THE OPTION OF CONTINUING PLAYING FROM THE BLUE TEES OR SWITCHING TO THE WHITE (FORWARD) TEES. THE PLAYER MUST CONTACT THE HANDICAP CHAIRMAN PRIOR TO THE SWITCH SO THAT ADJUSTMENTS CAN BE MADE ON THE COURSE RATING AND SLOPE, FROM THE UNRATED TEES PER USGA RULES. IF ADJUSTMENTS ARE NOT MADE, THE ROUND IS ILLEGAL.
    10. MAXIMIM NUMBER OF STROKES PER HOLE IN SETTING HANDICAPS: MAXIMIM STROKES ON EACH HOLE MAY NOT EXCEED TWICE PAR FOR THAT HOLE. PLAYERS ARE ASKED TO PICK UP THEIR BALL AFTER THEY HAVE REACHED THE MAXIMIM STROKES. (i.e.: 6 on par 3’s. 8 on par 4’s, 10 on par 5’s.) ALL PLAYERS IN THE GROUP ARE RESPONSIBLE TO ASSURE THIS RULEIS FOLLOWED.
    11. TEMPORARY LOCAL HDC INDEX FOR NEW MEMBERS AND RESTARTS: THE CALLOWAY HANDICAP SYSTEM WILL BE USED AS THE TEMPORARY LOCAL HDC INDEX FOR EACH OF THE FIRST FIVE (5) GAMES PLAYED BY A NEW ASSOCIATION MEMBER. AFTER FIVE (5) GAMES HAVE BEEN RECORDED, THER COMPUTATION OF HANDICAP WILL BE UNDER THE ASSOCIATION’S REGULAR USGA HANDICAP SYSTEM. IN ADDITION, EXSISTING PLAYERS WHO HAVE OBTAINED A PHYSICAL DISABILITY CAN START OVER WITH THE CALLOWAY SYSTEM IF APPROVED BY THE HANDICAP COMMITTEE PER USGA.
    12. ELIGIBILITY FOR ANNUAL TWO DAY TOURNAMENT: AN ASSOCIATION MEMBER MUST HAVE PLAYED AT LEAST FIVE (5) ROUNDS OF GOLF DURING THE YEAR IN WHICH THE TOURNAMENT IS PLAYED, AND HAVE AN ESTABLISHED ASSOCIATION HDC INDEX PER USGA BEFORE THEY ARE ELIGIBLE FOR THE ANNUAL TWO DAY TOURNAMENT.
  3. THE TOURNAMENT DIRECTOR WILL USE FOURSOMES AND AVOID FIVESOMES TO THE EXTENT POSSIBLE. HE WILL HOLD AN OPEN TEE TIME FOR LATE PLAYERS, AND THOSE WHO DID NOT SIGN UP PRIOR RO TOURNAMENT DAY. THE TEE TIME FOR LATE PLAY WILL BE ONE OF THE LAST GROUPS ON TOURNAMENT DAY. IF CANCELLATIONS OCCUR, THE TOURNAMENT DIRECTOR WILL TRY TO WORK PLAYERS INTO EARLIER GROUPS. HOWEVER, HE WILL NOT MAKE FIVESOMES OUT OF EXISTING GROUPS JUST TO APPEASE WALK-UP PLAYERS. ALL MEMBERS NEED TO REPORT NO LATER THAN 7AM ON TOURNAMENT DAY.
